Abstract

This article aims to capture the Perceptions of Owners of Professional Education Institutions about the Challenges of Entrepreneurship in this Area within the Scope of the New Skills-Based Model in Mozambique. The fieldwork was conducted in Maputo and Matola, covering a sample of 11 entrepreneurs who invest in professional education and own technical institutes and professional training centers. With the data obtained, it was found that with the changes that professional education underwent with the approval of Law no. 26/2022, of December 29th, it became a great challenge to undertake professional education in Mozambique, since Licensing and the exercise of this activity also have many demands. The main challenges highlighted are related to the lack of financing and high investment required for facilities, equipment, laboratories, or workshops that the new model of professional education; the high costs for legalizing professional education activities, as this process involves a pre-evaluation of conditions such as qualified trainers, quality of facilities, among others; and competition, as there are currently many accredited professional education institutions, especially in areas with the highest concentration of the network of professional education institutions, such as cities.
